Responsible for drawing up the baseline environmental profile covering the islands and adjacent mainland of the Ganges/Brahmaputra delta, including socio-economic data for 8 million inhabitants, as well as erosion and accretion analysis using time series satellite imagery. Carried out Environmental Impact Assessments for three Feasibility Studies and three Pre-Feasibility studies for a variety of proposed interventions including cross dam and embankment construction, river bank protection, drainage and integrated rural development.

Environmental Mapping Specialist, Inland Water Transport III Project - Bangladesh

Responsible for collecting all relevant environmental data for entry into a GIS for use in environmental management of inland water transport in the whole country. Data included water quality sampling, erosion and accretion mapping from satellite imagery, as well as dredging sediment samples and fisheries resources.

Responsible for assessing and drawing up an environmental monitoring and management component to the national land reform programme for setting up a land registration system for the country to allow individual rights to land. Included assessment of the implications of increased pastoralism, privatisation of state wheat farms, expansion of mining operations and urban land use.

Responsible for setting up and co-ordinating the data collection programme for a full Environmental Impact Assessment of a proposed flood control, irrigation and drainage programme for an area of 92, 000ha containing a population of 900, 000. Data collection programmes included water quality, soils, flora, fauna, health, nutrition, women's issues and waterborne navigation. Specific responsibility for formulating the conceptual approach, detailed planning, monitoring and post construction evaluation for a flood proofing trial and pilot programme for unprotectable areas covering 900 households implemented by NGO's. Drew up the outline plan for expansion of the programme to 20 000 households.

Environmental Planner, Naga Hammadi Barrage Project - Egypt

Led the field team of three expatriate and seven Egyptian environmental specialists carrying out an integrated Environmental Impact Assessment for a new hydro-power barrage across the river Nile. Specific issues included land acquisition, resettlement and compensation, the implications of increased river levels on groundwater rise and resulting induced impacts on health, sanitation and irrigated agriculture along with problems of fisheries loss and weed control.

Analysis included a comparative environmental assessment of four alternative sites and different treatment processes. Significant issues included water quality implications of treated effluent disposal into a downstream irrigation reservoir.

Environmental Specialist, Rehabilitation of Dakawa Irrigation Project - Tanzania

Responsible for carrying out an Environmental Assessment for the proposed rehabilitation and extension of an existing mechanised irrigated rice farm. Issues addressed included problems of land acquisition from Maasai pastoralists, downstream impacts of water abstraction, water quality, likely socio-economic impacts of turning the scheme over to smallholders and setting up procedures for public participation in planning and operating the scheme.

Environmental Specialist, South Sumatra Inland Waterways Project - Indonesia

Carried out an Initial Environmental Assessment for a proposed project aimed at transporting large volumes of coal for thermal power generation. The work included an environmental comparison of rail and navigation canal construction options as well as assessment of large scale coal mining operations, thermal power generation and a proposed deep water harbour.

Training Specialist, Small Scale Irrigation Projects - Ethiopia

Designed, prepared and presented two specialist training courses on surveying, mapping and construction setting out for small scale farmer managed irrigation developments for participants from throughout Ethiopia. Allied issues covered included planning procedures, farmer participation, remote sensing techniques, cadastral surveys and environmental aspects.

Environmental Planner, Coastal Protection Embankment Rehabilitation Project - Bangladesh

Responsible for identification, minimisation and management of the direct construction impacts and drawing up the approach and methodology for the post construction environmental management for reconstruction of over 200km of coastal protection embankments required as a result of severe cyclone damage.

Environmental Co-ordinator, Noakhali North Drainage and Irrigation Feasibility Study, South East Regional Study (FAP 5) - Bangladesh

Responsible for drawing up the approach and methodology and then implementing the EIA component of a sub-regional land and water management feasibility study. The study area covered some 140 000ha of low lying land with severe drainage problems and under tidal influence. The work required the identification of both the natural and human environmental issues raised by a proposal to assist monsoon season drainage and dry season irrigation. Detailed study of hydrology, water quality, aquatic and terrestrial ecology, fisheries, soils, land resources, sociology and a public participation component were carried out along with a comparative assessment of the spatial and social differentiation of likely impacts.

Environmental Co-ordinator, Gumti Phase II Feasibility Study - Bangladesh

Responsible for drawing up the approach and methodology and then implementing the EIA component of a sub-regional land and water management feasibility study. The study area covered some 140 000ha of complex riverine flood plain and provided baseline environmental assessment to allow past proposed intervention strategies to be reviewed and appropriate ones to be put forward for detailed study. The assessment included detailed studies of hydrology (particularly the production of flood extent, depth and duration maps under with and without intervention conditions), water quality, aquatic and terrestrial ecology, fisheries, soils, land resources, sociology and a public participation component.

Team Leader, National Char Land Study (under FAP 16 for USAID) - Bangladesh

Responsible for the design, training, implementation, data presentation, interpretation and report preparation of an inventory of natural and human resources along the Brahmaputra and Jamuna rivers in Bangladesh. This included considerable field survey questionnaire work for collection of data concerning land and population resources along with time series analysis of satellite imagery for the study of the dynamics of land resources assessment, including flood and erosion risks. All this data was then been entered into databases and interfaced to digitised maps to produce a large GIS system intended to form a baseline environmental planning tool.

Remote Sensing Specialist, UNDP/Lake Chad Commission Hydrological Study - Chad

Responsible for the assessment of the remote sensing requirements and capabilities of the Lake Chad Basin Commission for providing flooding data input into a computer model of Lake Chad and its catchment. This included field ground-truthing in the catchment throughout southern Chad.

Environmentalist, Jamalpur Priority Project Study - Bangladesh

Responsible for the instigation and co-ordination of the overall environmental assessment of the first detailed sub-regional project study under the countrywide Flood Action Plan. The main study area was originally bounded by the Jamuna and Old Brahmaputra Rivers and the assessment included all natural and human environmental considerations, their interactions and likely induced changes to these. Policy options cover a wide range of flood preparedness and protection measures from purely institutional approaches, such as flood warning and evacuation, through increasing levels of engineering intervention and management of water and land resources including construction and operation of full flood protection embankments and surface run-off drainage. The study area was extended to include assessment of a 120 000ha reach of the Jamuna Char lands in the context of likely increased flood risk as a result of water management interventions on the mainland. Reviewed proposed National Guidelines for Environmental Assessment and Peoples Participation for Bangladesh.

Prepared and delivered an introductory training course in remote sensing for Botswana Government Officers. Participants included technical staff from Departments engaged in resource assessment, including land administration, range and wildlife management as well as surveying and mapping.

Environmentalist, Botswana Joint Upper Limpopo Basin Study

Responsible for the preliminary assessment of the likely human impacts of the construction of dams on the Limpopo River. This included the comparative assessment and resource loss mapping of 11 potential dam and reservoir sites leading to the preparation of initial compensation cost estimates. It also entailed a review of legislation for land acquisition on both sides of the river which comprised a then sensitive International Boundary.

Environmental Planner, Batoka Gorge Dam Project - Zimbabwe

Prepared the detailed technical submission of the Environmental Impact Assessment for a large concrete arch dam on the Zambezi River. This included both likely human and ecological aspects and the data collection and mapping requirement for study of these.

Responsible for the design and supervision of a detailed utility cadastre and asset survey covering 100,000ha of intensive agriculture of which 15,000ha are an existing buried pipe irrigation system. Trained eight enumeration teams and supervised the production of 120 detailed cadastre maps as well as advising on land management aspects of the proposed development. The contract and management working language was French.

Topographe-Expert Etudes Fonciers, (Surveyor-Land Tenure Survey Specialist) Bas Cheliff Irrigation Rehabilitation Study - Algeria

Responsible for the design and supervision of a detailed utility cadastre and asset survey covering 6 100 ha of existing surface irrigation to be rehabilitated and a further 14 300 ha to be extended under sprinkler irrigation. Trained 8 enumeration teams and supervised the production of 36 detailed cadastre maps as well as provided advice on land management aspects of the development. A large computerised cadastral data base was constructed and the contract and management working language was French.

Compensation, Resettlement and Land Tenure Specialist, Motloutse Dam Environmental Impact Study - Botswana

Responsible for assessment of the likely human environmental impacts of the construction of a major dam flooding 2000 ha of land and associated proposed downstream irrigation covering 1 000 ha. This included preliminary enumeration and valuation of likely lost fixed assets and the identification of major human constraints to the development of the proposed programme. He was also responsible for the acquisition and interpretation of digitally derived SPOT 1:25,000 colour multi-spectral satellite imagery for land resources planning including detection of a major heavy metal pollution source.

Quality Assurance Scheme Assessment of Archive Requirements

As part of the firm's quality assurance scheme undertook a review of its archive arrangements particularly with regard to liability and contractual obligations. Reorganised storage of the firm's paper archives covering the period 1974 - 1988 and drew up proposals for rationalisation of these and guidelines for all future archiving including the use of a computer data-base and the appointment of a professional archivist.

Mapping Co-ordinator SADCC Surface Water and Groundwater Mapping Project

Responsible for liaison with a large international map printer and cartographer for the production of a major series of high quality maps at various scales covering water resources of eight southern African countries. Acquisition of hard copy infrared satellite imagery covering the whole of Southern Africa was also supervised.

Report Co-ordinator, Liberia National Rural Water Programme - UK

Responsible for compiling and editing a major multidisciplinary report on the formulation and implementation of a country wide programme. This included a summary final report for the funding agency and a practical policy and implementation report plus a loose leaf manual for the Liberian agency responsible for the programme. Aspects included an inventory of all existing rural water points, water resources and rural water supply, as well as hand pump selection, provision, maintenance and training. In addition major considerations were given to social factors including health education and village level management and maintenance of the supply points.

Remote Sensing Specialist, Pre-Feasibility Study of the Agricultural Potential of the Chobe Enclave - Botswana

Responsible for the acquisition, field calibration and interpretation of satellite imagery of an extremely complex 100,000 ha wetland area. In addition eight time series infra-red Landsat images covering a 15-year period were analyzed to identify flooding patterns.

Team Leader and Land Use, Cadastre and Topographic Surveyor, Environmental Impact and Resettlement Study, Bokaa Dam, Gaborone - Botswana

Led the team carrying out the detailed study for the inundation of a 1,100 ha reservoir in a complex wetlands area. Aspects included detailed enumeration, assessment and valuation of lost assets and provision of alternative replacement livelihoods. Upstream and downstream impacts were also assessed and environmentally sound management proposals put forward to utilise the reservoir area in a sustainable manner. This required production of detailed cadastral maps and orthophotos, the training of counterpart staff and the presentation of a training session for the UNEP. In addition, was required to draft new national compensation guidelines for the central government ministry to be used for all new work in the country.

Topographic and Cadastral Survey Specialist, Farahaane Irrigation Rehabilitation Project - Somalia

Led the team responsible for data collection over 6 000 ha of smallholder irrigated land to be rehabilitated within the existing land tenure framework. This included a trial utility cadastre survey and the production of a manual of operation to be used for such subsequent work in the country.

Survey Specialist, Cameroon Rural Water Supply Project - Cameroon

Surveying specialist for a large multi-disciplinary team engaged in collecting detailed field survey data for 500 settlements in an area of 220 000 km2 for an assessment of existing rural water supply provision. The working language in the field was French.

Remote Sensing Specialist, UK

Responsible for providing remote sensing expertise to the firm's operations in the UK and worldwide. Data included SPOT and Landsat (TM and MSS sensors) multi-spectral and panchromatic satellite imagery data in both digital and photographic (colour and panchromatic) formats. Interactive digital analysis was also carried out on image processors to provide density sliced and classified imagery for field use. In addition both natural colour and panchromatic air photography data were utilised for a wide range of water resources projects. During this time work was carried out for the following countries: Algeria, Egypt, Sudan, Ethiopia, Somalia, Tanzania, Nigeria, Botswana, Zimbabwe, Madagascar, Yemen Arab Republic, Pakistan, Indonesia, Bangladesh, Bhutan, Philippines, Spain, England, Scotland.

Survey Engineer, Ain Zada Dam - Algeria

Responsible for all setting out of a 50 m high complex rockfill dam, a 4 000 m3/s spillway and a 50 m high inlet tower. In addition, was responsible for the precise setting out of all the electrical and mechanical works, as well as calculating all the excavation and fill quantities on the £70 million contract. Also provided assistance in the resettlement programme for 40 families displaced by the reservoir.

Responsible for drawing up a detailed survey work programme for a 35 year project comprising three dams in excess of 100 m high, three smaller dams, a hydropower station plus a network of deep hard rock tunnels and access roads.

Responsible for collection and updating of survey data of a 13 000 ha sugar estate for a major irrigation rehabilitation programme.

Led a 45 person team carrying out a 25 000 ha utility cadastre survey of a proposed irrigation scheme. A summary report including land management guidelines was prepared.

Senior Surveyor, Dadin Kowa Resettlement Project - Nigeria

Responsible for the drawing up of a planning approach for the resettlement of 24 000 people displaced by the flooding of 35 000 ha of prime riverine land by the construction of a dam. Designed and supervised detailed enumeration surveys and the physical demarcation of the 650 km perimeter of the lake. Involved in the preparation of a major planning report for the area including development proposals and provision of alternative livelihoods.

Led a team of over 50 staff in a utility cadastre survey of 24 700 ha covering 92 000 farm plots. Plot registers and over 280 plot boundary maps were produced for the purpose of designing reallocation plans of farmers land to be returned to them following the construction of the irrigation scheme.

Research Work: At the request of the Sorbonne, Paris, Mr Bird assisted in a major research programme concerning land and water rights in irrigation schemes in Sub-Saharan Africa. He was responsible for the overall programming and co-ordination of the northern Nigerian part of the work which was planned to result in a series of workshops in Africa and culminate in a major publication. Unfortunately, due to lack of appropriate funding Mr Bird was unable to participate directly in the programme.

Mr Bird is presently carrying out part time research work at WEDC into the planning and implementation of Environmental Impact Assessments for water resources projects in Africa and Asia.
